Moscow reiterates that its security will not be guaranteed unless NATO withdraws from Eastern Europe and ends the Atlantic Alliance’s enlargement policy.

These demands are rejected by the West, which instead proposes a return to talks on Russian concerns, confidence-building measures, such as reciprocal visits to military installations or disarmament measures. “Positive,” but “secondary,” the Russians reply.

Russia has already invaded part of Ukraine in 2014, annexing the Crimean peninsula following the pro-Western uprising in Kiev. The Western sanctions that followed did not in any way affect the Kremlin line.

Since 2014, pro-Russian Ukrainian separatist forces, backed by Russia, have also been at war with the Ukrainian army in the east of the country. Peace agreements, a product of Franco-German mediation, have allowed the front lines to freeze, but the political settlement of the conflict is at a standstill.

Emanuel Macron wants this process to be repeated. The last summit with the participation of the leaders of France, Germany, Ukraine and Russia took place at the end of 2019.
