Two important regulations, under the responsibility of the Ministry of Labor and Social Affairs, the regulation on the national pensions of the expatriates from Albania and the former Soviet Union and the one concerning the insurance capacity of the self-employed insured with debts to EFKA are included, among others, in bill of the Ministry of Interior, submitted yesterday in Parliament.
Specifically, as mentioned in an announcement of the Ministry of Labor and Social Affairs:
“1. It is facilitated the granting of a full national pension to the Greeks of Northern Epirus and the Greek Pontians who came from the former Soviet Union and who for objective reasons were not able to return to Greece before 1992. This is how the commitment made by the government to of these expatriates for the recognition of their insurance rights.
In particular, the provision of Law 4387/2016 (“Katrougalos law”) is amended, which set as a condition for the granting of a national pension 384 euros residence for 40 years in Greece, which was impossible to fulfill, since the borders opened in 1990 .
Under the proposed provision, 30 instead of 40 years of residence will be required in order for expatriates from Albania and the former Soviet Union to receive a full national pension from 1 January 2022.
At the same time, the national pension they receive is increasing in real terms, as, until now, it was calculated in relation to how many years of their residence are less than 40 years (eg full national pension at 40 years, 50 % of national pension in 20 years of residence, etc., up to a minimum of 15 years). With the reduction of the limit for the full national pension to 30 years, each of these expatriates will see a corresponding increase in their pension. The full pension will now be given at 30 years of residence, while a corresponding positive effect will exist for those who have less than 30 years of residence.
The details for the implementation of the regulation will be specified in a joint decision of the Ministers of Finance, Foreign Affairs, Labor and Social Affairs, Citizen Protection and Interior.
2. The issue of the insurance capacity of the self-employed, farmers and self-employed, who have debts to EFKA is regulated under conditions. Specifically, insurance capacity is given to the above categories of insured for health benefits in cash and in kind from March 1, 2022 to February 28, 2023, provided that they have either paid the previous year or pay in the current year to EFKA an amount equal to the annual contribution to type and money, according to the insurance category they had chosen for 2021.
3. Finally, the special program of retraining, training and acquisition of professional experience, for former employees of the company “THRAKI SA”, which is implemented in Thrace, an area affected by unemployment, is extended until December 31, 2022. The program is funded by the Public Investment Program of the Ministry of Labor and is implemented by the Evros Development Company SA. After the end of the extension of the program, it is possible for the beneficiaries to join a special employment program of OAED, lasting 18 months, in public sector bodies “.
