3-year-old girl shot in the head by PRF agent dies in RJ

The girl Heloísa dos Santos Silva, aged 3, shot in the head by a Federal Highway Police (PRF) agent in Rio de Janeiro, died this Saturday (16). She was hit while the car she was in was hit by gunfire at Arco Metropolitano, in Seropédica, in Baixada Fluminense.

The child had been hospitalized in Duque de Caxias, also in Baixada Fluminense, since the 7th. According to the city hall, Heloísa had an irreversible Cardiorespiratory Arrest (CRA).

“On behalf of the Duque de Caxias City Council and all employees of the Municipal Health Department, we deeply regret and sympathize with little Heloísa’s family and friends,” the municipality said in a statement.

The case

Heloísa dos Santos Silva arrived at the Adão Pereira Nunes Municipalized Hospital brought by a PRF vehicle.

The hospital management reported that the child was admitted to the hospital with bleeding from the scalp, being sedated and then intubated.

After evaluation, she underwent a surgical procedure. According to the city of Duque de Caxias, the child was admitted to the hospital’s Intensive Care Center (CTI).

On the occasion, the Minister of Justice and Public Security, Flávio Dino, took to social media and declared that he had requested clarification regarding the case.

“Regarding the tragedy with a 3-year-old child in Rio de Janeiro, I have already requested clarification and action from the PRF management bodies in that State. I am awaiting the response, which will be communicated immediately. And I ordered the review of police doctrine and procedure manuals in the PRF to be accelerated, as I had already determined when the police officers in the Genivaldo case, in Sergipe, were fired. Other measures will be announced soon”, wrote Dino.

Police were removed

On Friday (9), the police officers involved in the incident were dismissed.

According to the PRF, the car in which the girl and her family were traveling had been reported stolen in August last year. The driver, the child’s father, said he bought the car without knowing about this registration.

“It’s common for people to buy cars like this and not know it, for various reasons, even lack of knowledge. That seems to have been the case,” said the PRF inspector in Rio de Janeiro.

By telephone, the former owner of the vehicle, a resident of Petrópolis, confirmed to the CNN who had his car stolen in August 2022. According to the man, who asked not to be identified, he was the victim of an armed robbery.

The man said he received a call from the PRF on Friday morning, and was informed of the seizure of the stolen vehicle.
