5% readjustment for civil servants would require a budget reserve of BRL 12.6 billion in 2023

The Special Secretary for the Treasury and Budget, Esteves Colnago, said that a 5% readjustment for federal civil servants this year would require around R$12.6 billion in the 2023 Budget, which will be sent in August. According to him, the economic team already foresees, in the current scenario, a reserve of R$ 11.7 billion.

He clarified, however, that the 5% readjustment is just one of the proposals being discussed by the government. If the measure is not announced this year, the next government will, in any case, have room of R$ 11.7 billion to grant a salary increase to the civil service.

“If it is 5%, we would need R$ 6.3 billion for this year. Whatever happens this year will be double next year. It would then need R$ 12.6 billion. In other words, with the measure, we would need to put another R$ 900 million in the initially planned reserve. Anyway, this value [para reajuste] will be defined in the PLOA [Proposta de Lei Orçamentária Anual]”, he explained at a press conference on Monday (18).

The readjustment and restructuring of positions and careers has already been placed as a priority issue for the government in the Budget Guidelines Law (LDO) of 2023. The text was delivered to Congress last Thursday (14), with a minimum wage forecast of BRL 1,294 and a deficit fiscal target of BRL 65.9 billion.

Now, the proposal will be analyzed by the Joint Budget Committee of the National Congress (CMO). The expectation is that the rapporteur of the text will be with a senator from the MDB.

Then, the LDO also needs to be approved in plenary in a joint session between deputies and senators. The deadline for this is July 17, so that parliamentarians can enter the recess.
