Adviser Zelensky: ‘Ready to discuss neutrality, not Russian ultimatums’

“Ukraine will not agree to any unacceptable ultimatums set by the attacking Russia,” said Ihor Zhovkva, the deputy director of the presidential office, adding that Kyiv was ready to discuss issues such as Ukraine’s neutral status.

Speaking to the German ARD, the Ukrainian official stressed that “the issue of the neutral regime can be discussed” if direct talks are held at the highest level.

According to the Ukrainian news agency Ukrinform, Zhovkva made it clear that Kyiv would not accept an ultimatum or a compromise on key issues, “but the rest could be discussed, for example, what a neutral Ukrainian regime might look like.” However, he set the conditions for such negotiations as the cessation of hostilities and the withdrawal of Russian troops from Ukrainian territory.

Mr Zelensky’s adviser said that international partners should help organize a summit to discuss Ukrainian issues, and stressed that Kyiv was consulting on the issue, especially with German Chancellor Olaf Solz.

Zhovkva confirmed that Ukraine requires security guarantees from neighboring countries, including Russia, so that the current situation is not repeated and the guarantees are not violated, as was the case with the Budapest Memorandum.

“People in Germany need to understand that if Ukraine does not stop Russia, if it does not stop at its borders, then Russia will go beyond Ukraine,” the official warned.

He also noted that “support in words” is not enough, but that active action on the part of the West is needed. Kyiv expects Germany to play a leading role in imposing sanctions on Moscow. “For the time being, an energy embargo should be imposed and all Russian banks should be disconnected from SWIFT,” he said.

Commenting that the occupation of major Ukrainian cities, including Kiev, could be a matter of time due to Russian military armaments, Zhovkva said that the same analysts who predicted this would estimate that the Ukrainian capital “would fall within three “Five days. Two weeks have passed, but no big city has surrendered. The cities where the conquerors managed to break through the defenses remain Ukrainian in spirit.”
