After BRL 200 billion draft, new text of the PEC of the Explosion should be presented today

The text of the Transition PEC — dubbed the Explosion PEC — should be presented this Tuesday (22) by the government’s transition team.

The initial draft predicted a BRL 200 billion ceiling overflow, but the number caused so much noise that, now, the members are already discussing a reduction of around BRL 100 billion. There are those who say that the first proposal may have actually been a trial balloon — by sending a higher amount, the government hoped to catch an intermediary.

The fact is that the National Congress wants to put the brakes on values, and two alternative proposals, with figures below R$ 100 billion, were presented by senators Alessandro Vieira and Tasso Jereissati, both from the PSDB.

In addition to values, deadlines are not consensus. The government, for example, wants to remove Bolsa Família from the spending ceiling permanently — something that Congress refuses, so as not to hand over the request on a platter and lose bargaining power year after year.

And, for the handshake between parliamentarians and the government to happen, the cost can be high.

The centrão already articulates the institutionalization of the Secret Budget and even negotiates an increase in the amount allocated to rapporteur amendments as early as 2022.

At the same time, while discussions about next year remain heated, the Bolsonaro government is expected to release, also this Tuesday, a report on the Union’s expenses and revenues, which could bring about a new blockade of resources.
