Resistance in Congress and legal obstacles in relation to the name of Caio Paes de Andrade, assistant to Minister Paulo Guedes (Economy), to take charge of Petrobras forced the government to seek a “pacification solution” around the presidency of the state-owned company. . In this scenario, the president of Furnas, Clovis Torres, gained strength.
According to reports made to CNN Brazil, construction around Torres has involved members of the Planalto Palace and Parliament. Participants in the articulation said that the president of Furnas is considered a name with moderate vision and that, in the face of the crisis involving Petrobras, he would be able to reconcile the company’s responsibility with the market and the social aspects of fuel prices.
The assessment in the Planalto and in Congress is that the delay in choosing the name for Petrobras has the potential to increase the government’s weariness even further. Amid the uncertainty, the government even considered postponing the vote on the new composition of the state-owned company’s command, scheduled for Wednesday of next week (13).
The movement for the president of Furnas to be the nominee has been built on several fronts, with consultations with the command of the center, namely Minister Ciro Nogueira (Casa Civil) and Ministers Paulo Guedes and Bento Albuquerque (Mines and Energy ).
According to reports made to CNN Brazil, Torres’ name passed through the sieve of all groups. It would now be necessary for President Jair Bolsonaro to hit the hammer.
A lawyer, Torres was executive director and general consultant at Vale from 2011 to January 2018. He took charge of Furnas in June last year, appointed by Bento Albuquerque. He was also chairman of the board of directors at Ibram (Instituto Brasileiro de Mineração), at BR Distribuidora and was a senior consultant at Cargill and the IFC (International Finance Corporation) — which gives him the expertise to take over Petrobras.
In addition to political resistance to Paes de Andrade, special secretary for Debureaucratization, Management and Digital Government at the Ministry of Economy, the government was convinced that the appointment of Guedes’ adviser would bring even more wear and tear. Paes de Andrade does not meet the criteria established by the State-Owned Companies Law to occupy the presidency of the company and could end up exposing the state-owned company even more to the market.
