A White House official said US President Joe Biden did not call for regime change in Russia when he said on Saturday that Russian President Vladimir Putin “cannot remain in power”.
“The president’s argument was that Putin cannot exercise power over his neighbors or the region. He was not discussing Putin’s power in Russia or regime change,” the official said after the US president’s speech in Warsaw.
Biden made a speech on Saturday night (local time) in Warsaw, Poland, where he called Vladimir Putin a “dictator” and attacked the Russian president for the Kremlin operation that led to the war in Ukraine.
“A dictator trying to rebuild an empire will never overthrow a people seeking freedom. Brutality will never end the world of the free. Ukraine will never be a victory for Russia. The free people will get through this dark time, and this man cannot remain in power.”
Earlier, the president cited economic sanctions and claimed that the ruble had been “reduced to almost nothing”. “Now 200 rubles are equivalent to US$1. The Russian economy could halve in the next few years. Russia was the 11th economy in the world before the invasion, and will soon be out of the top 20. Adding to the economic sanctions and actions taken against the authorities undermine the Russians’ ability to sustain their military strength,” he said.
At the end of his speech, Biden quoted a phrase from John Paul II – “never give up hope, do not be afraid” – and returned to attack Vladimir Putin.

Earlier, after a meeting with Ukrainian refugees, Biden spoke to the press and cursed Vladimir Putin when asked what he thinks of the Russian president’s attitude towards Ukraine.
“He is a butcher,” declared the US president.
The Kremlin responded to Biden’s statement by saying that the US president’s new comment “decreases the possibility of repairing relations”.
