The Ministry of Digital Development, Telecommunications and Mass Media is launching the third package of measures to support the IT industry in an accelerated mode. It has ten areas, including taxes, loans, grants and deferments from the army. The head of the department, Maksut Shadayev, spoke about this at a meeting of the government and business representatives.

Perhaps the most interesting thing is that the conditions for obtaining a preferential mortgage by employees of the IT industry were announced. Specialists aged 22 to 40 with a salary of at least 200,000 rubles per month in cities with a population of over a million and from 150,000 rubles in the regions can count on mortgages at 5% interest.

“We hope that such regions as Moscow, St. Petersburg, Nizhny Novgorod will additionally close rates at 3% at their own expense so that the mortgage is at 2%”Shadayev said. The minister believes that about 50,000 IT specialists will be covered by the preferential mortgage program in three years.

The second important point is the respite from the army. The corresponding draft resolution, according to Shadayev, is already in the government. It will be received by employees of companies accredited by the Ministry of Digital Development who have a specialized education or education closely related to IT specialties. “We propose to provide a respite from the army to IT specialists who also work in companies for which IT is an important, but not the main part – banks, media, budget organizations”– said the head of the Ministry of Digital Development.

According to Shadayev, the number of IT companies that can receive benefits will increase. Now it will be all software integrators who implement Russian software, which they do not own. The benefits also apply to all Internet companies that commercialize through the sale of advertising or through the sale of content subscriptions. Also under the third package will fall companies that produce Russian software hardware systems in various fields, including in the field of cybersecurity.

“We agreed in advance with the Ministry of Finance that we are removing the limit on the number of employees in an IT company – previously there had to be at least seven, and now very small companies will be able to use the benefits”– said Maksut Shadayev.

Finally, this year the Ministry of Digital Development plans to allocate grants in the amount of 20 billion rubles.
