Assurances and commitments from the competent executives of e-EFKA, regarding a series of interventions, which have been proposed by the Economic Chamber of Greece for the immediate solution of problems, were received by members of the chamber, during a meeting with officials of the Ministry of Labor.
Specifically, as stated in an announcement of the chamber:
1) The executives of e-EFKA assured the Commission that a directive for the mandatory implementation of the circular no. prot. 102725 / 23-3-2021 of the Deputy Governor of EFKA regarding the priority entry of accountants – tax experts in the Services of the Organization.
2) The Business Executives committed that the interoperability between e-EFKA and KEAO will be implemented immediately, so that:
• To achieve the modernization of all e-EFKA procedures and the interconnection and updating of all debts of KEAO with automatic data collection.
• Do not show a charge of the already paid amounts that are presented as a debt in the accounts of the companies. Therefore, there will be the possibility of immediate issuance of insurance information and entrepreneurs will be able to directly collect amounts entitled by the State, to participate in staff subsidy programs, etc.
• Debtors should be included in arrangements immediately.
The Commission was informed that the discrepancies identified in the periods in which the certified debts are due, in many cases were also due to the fact that the amounts of current contributions with a final payment period in December 2021 also included amounts of previous periods due due in arrears. had been extended.
3) Regarding the necessity of timely appearance of the monthly debts of the self-employed, the executives of e-EFKA informed the Technical Team that out of the total of 1.5 million notices, 1.3 million can be posted from the beginning of each month payment. The delay of 200 thousand is due to the obligation to inform about the surcharges, as well as about the notifications of the special cases.
The AIF proposed mass posting of the monthly contribution notices, at least from February of each year, given that the deadline for selecting an insurance category expires at the end of January and to consider their gradual replacement by electronic notification, according to the standards of the Tax Office. for the resulting overdue surcharges.
In any case, the Service Agents promised that the existing posts from now on will be in the information of the insured no later than the 20th of each month.
4) Regarding the settlement and presentation of the real picture of the debts – liabilities and payments of the employers, the Technical Team proposed the distinct appearance of the debts so that their assignment (APD) appears in the Employer Financial Card. The executives of e-EFKA promised to contact directly with the contractor computer company for the implementation of the proposal.
5) On the issue of parallel insurance, it was pointed out that both the start and the termination will be carried out through the existing application, with the exception of the overdue case, which is carried out in Branches with physical presence.
6) Regarding the issue of the abolition of the submission of electromagnetic media with physical presence in e-EFKA for the submission of corrective and overdue DPAs, the Technical Team proposed their electronic submission and the posting of surcharges (in case of overdue DPA) in the next phase.
The officials of EFKA informed that following a decision taken by the Board. of e-EFKA will “open” the electronic submission of APA amendments for the cases where this is required, while for the overdue ones, the obligation to submit the declaration to the Branch remains.
7) For the payment of insurance contributions of Unemployed and Employees through payment cards with immediate settlement of amounts, the possibility of payment through IRIS will soon be used, according to the standards of the Tax Administration.
8) Regarding the employees’ illness requests, in order not to cause difficulties in the payment of salaries, the Business Executives informed that the time intervals and the amounts received by the employee will be displayed. The Group suggested that the above be shown to the employer as well.
9) The Technical Team was informed about the ongoing procedures for the interoperability of e-EFKA with the G.E.M.I. and AADE, in order for all changes in employers’ data to be recorded digitally directly, through electronic services. In addition, they promised that the process of submitting a statement of unpaid leave will be carried out through PS ERGANI.
10) Regarding the request of the AIF for equal treatment and an equal period of limitation of claims of the State from insurance debts according to the standards of the Tax Administration, the Business Executives informed about the issuance in due time of a relevant circular harmonized with the relevant decision of the CoF. provides for a reduction and streamlining of the limitation period.
11) Finally, the integration and codification of provisions related to insurance funds pre-existing of EFKA, will be carried out in due time.
