The match does not end if the referee does not whistle. This is something that applies not only to football but also to construction projects, where there are often upheavals, until the last minute.
Something similar happened in the case of AKTOR of the ELLAKTOR Group, which emerged as a temporary bidder in two new projects … although it had not given the highest discount.
The first case concerns the road project, section of Melivoia Bypass-Dimario, of the vertical axis Xanthi-Echinos-Greek-Bulgarian border. From the process of controlling the bids, Egnatia Odos rejected the bid of the initial bidder of the tender, ODOS ATE which gave a discount of 21.52% and proceeded to the acceptance of the second bid given by the AKTOR-PC DEVELOPMENT consortium with a percentage of 14 , 03%.
Egnatia Odos SA rejected the offer of ODOS ATE, as as mentioned in the relevant decision, the explanations for the unusually low financial offer submitted were not accepted.
The project, with a budget of 48.8 million euros, envisages the construction of a 10.76 km long expressway as well as the construction of four 4 level junctions.
The second project in which AKTOR emerged as a temporary bidder is the “Bypass of the road Pythagorion – Chora N. Samos”, with a budget of 16.4 million euros. The tender took place in December 2019 and the company Pyramis ATE emerged as a temporary contractor with a discount rate of 38.28%.
AKTOR was second with a discount of 24.21%. However, various issues (forestry, expropriations, etc.) delayed the signing of the project contract.
The contracting authority requested the economic operators that participated in the tender (7 in total) to extend the validity of their bid and their letter of guarantee, for the third time. In particular, the first extension until 3/03/2021, was accepted by 4 economic operators. The second extension of the validity period of the offers and the letter of guarantee until 6-9-2021, was accepted by 2 economic operators and the third extension, until 6-3-2022 was accepted, through the tender system, only by the company AKTOR .
As a result, the company became a temporary bidder for the project.
