Alexey Moiseev: “The Ministry of Finance is against the total licensing of miners”

Deputy Finance Minister Alexei Moiseev said that the Ministry of Finance does not support the position of the Bank of Russia, which advocates total licensing of cryptocurrency miners.

Last month, the deputies submitted for consideration a draft law to legalize the mining of cryptocurrencies in the Russian Federation. One of the authors of the document, Anatoly Aksakov, chairman of the State Duma Committee on the Financial Market, explained that if the bill is approved, mining in Russia will be legalized and this will help regulators control operations with cryptocurrencies.

Aksakov added that the rules for mining cryptocurrencies by ordinary miners and companies, including members of mining pools, will be established by the government of the Russian Federation and the Central Bank. However, Deputy Finance Minister Alexei Moiseev believes that it is impossible to prohibit the production of cryptocurrencies for miners who have not received a license from the regulator.

“The Central Bank has a new position … in fact, mining is banned, which is not carried out within the experimental legal regime. That is, people who have to do mining must do it through authorized organizations and so on, that is, in fact, total licensing. We are against,” Moiseev said.

At the end of last month, the State Duma pointed out to the initiators of the bill on cryptocurrencies and mining that there were internal contradictions in the document and rejected the approval until the comments were eliminated.
