The National Civil Aviation Agency (Anac) approved the minutes of the public notice for the concession of 16 airports next year, among them Santos Dumont, in Rio de Janeiro, and Congonhas, in São Paulo. The documents will be analyzed by the Federal Court of Accounts (TCU).
According to Anac, the expectation is that the auction will take place in the first half of 2022, with a minimum bid of R$ 905.8 million and investments of R$ 8.6 billion in 30 years.
The seventh round of concessions includes three blocks with terminals that handle 39.2 million departures and arrivals, equivalent to 26% of passengers using air transport in Brazil, according to figures from 2019.
One of the most targeted at the auction, Santos Dumont, in Rio de Janeiro, is part of the RJ-MG block, which also includes the Jacarepaguá terminals, also in Rio de Janeiro, and Montes Claros, Uberlândia and Uberaba, in Minas Gerais. The minimum initial bid is R$324 million, with an estimated value of R$5.8 billion for the entire contract.
Another block in the seventh round of concessions – SP-MS-PA – is led by Congonhas airport. Also included are Campo de Marte, in São Paulo, Campo Grande (MS), Corumbá (MS), Ponta Porã (MS), Santarém (PA), Marabá (PA), Parauapebas (PA) and Altamira (PA). The block has a minimum initial contribution of R$525.2 million, with an estimated value of R$11.4 billion for the entire contract.
The third block has only two airports: Belém, capital of Pará, and Macapá, capital of Amapá, with a minimum bid of R$56.6 million and R$1.9 billion in the entire contract.
The draft of the notice approved by Anac allows the same bidder to buy the three blocks. The minimum requirement for technical qualification will be proof of experience in processing, in at least one of the last five years, one million passengers for Block Norte II and five million passengers for blocks SP-PA-MS and RJ-MG .
The rules now need to be validated by TCU. After the control body is released, the auction will be scheduled. The three contracts total R$ 19.1 billion.
