Analysis: Report on Israel and Hamas does not reveal political positions of UN countries

CNN International analyst Fernanda Magnotta spoke this Wednesday (12) about the United Nations (UN) report that highlights war crimes committed by Israel and the Palestinian militant group Hamas during the recent conflict between the parties. According to Magnotta, the document does not necessarily reflect the political positions of UN member countries, but rather investigations carried out by the organization’s technical-administrative body.

“These documents usually bring to light investigations or documents that are produced by this technical-administrative body independently, they are specialized in this matter. So in that sense there is great credibility that is attributed to these documents,” he stated.

The analyst highlighted that it is important to separate what is the political stage and the dispute of interests between countries from what is the work of the experts who produce these reports. “Their role is not there in the service of any country, but rather in the service of the UN Charter and the principles and values it defends,” she said.

Convergence with other institutions

Magnotta recalled that the UN report reinforces what other institutions, such as the International Court of Justice and the International Criminal Court (ICC), had already been pointing out about the conflict between Israelis and Palestinians.

“Where there is smoke, it is clear that there is fire, it is not possible to discard in this sense the relevance of the document that was produced or simply to claim that it is biased material”, he declared.

Pressure on countries

The analyst assessed that documents like this put pressure on countries to review their positions, although international structures such as the UN do not have coercive means to force them to adopt certain actions.

“They cannot be coerced to go in a certain direction, but they can, based on a set of pressures, and as this is embraced by more actors in the system, recalculate the cost-benefit of a certain political path” , he explained.
