Chairman of the State Duma Committee on Financial Markets Anatoly Aksakov stated that by November 1, the Bank of Russia and the Ministry of Finance will announce which organizations will be included in the process of using cryptocurrencies in foreign trade transactions.

Anatoly Aksakov reported that the departments will prepare a number of by-laws for conducting exchange trading in cryptocurrencies within the framework of the experimental legal regime (ELR).

“The Central Bank and the Ministry of Finance will determine the circle of persons and organizations that will be included in this process at the first stage in order to “feel out” the mechanism of this market and understand how to better regulate it. In principle, cryptocurrency is already used to pay for exports and imports, the volume is measured in billions of dollars,” Aksakov said.

He also stressed that the market should be protected from unscrupulous companies and individuals, and then the number of participants should be expanded, as well as the number of platforms through which digital assets will be traded.

According to Aksakov, cryptocurrencies should not be used as a means of payment within the banking system, but only for paying for foreign trade transactions of organizations.

Earlier, Anatoly Aksakov said that a state-controlled national cryptocurrency exchange could begin operating in the near future, possibly before the end of the year.
