Andrei Lugovoi, Deputy Chairman of the State Duma Committee on Security, noted that the circulation of cryptocurrencies in the country is still not regulated, and proposed a set of measures to withdraw the industry from the “gray zone”.

Andrei Lugovoi said that foreign specialists, foreign agents, corrupt officials, fraudsters and creators of financial pyramids use the lack of rules for crypto.

“We have repeatedly raised the issue of risks associated with cryptocurrency trafficking, and invariably received an opinion, including law enforcement agencies: it is better to regulate than a ban. In Russia, the cryptocurrency market has already been formed, our citizens are actively involved in it. But all this is either in the gray or in the black zone. ”

As measures to withdraw the industry from the “gray” zone, he suggested:

  • an amnesty for miners, which until November 2024 entered equipment without declaration and are ready to register;

  • strengthening control over the import of equipment through a separate code of foreign economic activity and automatic data exchange between the FCS and the Federal Tax Service;

  • Additions to the Code of Administrative Offenses of liability for refusal to register in the register of miners.

In addition, the parliamentarian believes that it is necessary to legislatively determine the rules for the turnover of cryptocurrencies, the status of the organizers of the tender and market participants, as well as to consolidate the identification procedure and the mechanism for the implementation of confiscated cryptocurrencies through the Federal Property Management Agency.

According to the deputy, the Bank of Russia’s proposal to provide access to digital assets exclusively “especially qualified investors” with a turnover of 100 million rubles is unacceptable, and replaces the market even more in the shadow.

Earlier, Andrei Lugovoi said that the government should “put a barrier” on the path of an ill -conceived ban on cryptocurrency mining.
