Aneel approves auction notice for contracting energy from new ventures

The National Electric Energy Agency (Aneel) announced, this Tuesday (26), that the public notice and other documents related to the Auction for the Purchase of Electric Energy from New Generation Enterprises, called New Energy Auction “A-4” , were approved by the agency’s Board of Directors.

The A-4 new energy auction will be used to contract electricity supplied by new hydroelectric, wind, solar and thermoelectric plants powered by biomass.

The Energy Research Company (EPE) registered 1,894 projects with the possibility of participating in the event, totaling 75,250 megawatts (MW) of power. The event is scheduled for the 27th of May.

Aneel also informed the initial and reference prices of the Auction, as established by the Ministry of Mines and Energy.

Thus, for participating enterprises without a grant or with a grant and without a contract, for hydraulic and thermoelectric biomass sources, the initial price will be R$ 315.00 per megawatt-hour (MWh) and R$ 225.00/MWh for the wind and solar photovoltaic sources.

The reference prices, applied to projects with grant and contract, will be R$ 268.45/MWh for projects of small hydroelectric plants (SHPs) and hydroelectric generating plants (CGHs), from R$ 187.69/MWh for projects for hydroelectric plants (UHEs) and R$ 204.65/MWh for wind farms.

The agency also informed that, among the projects registered by the EPE for the contest, those related to generation by wind and solar photovoltaic sources bring together 73,256 MW of power, 97.35% of the total available for registration in the dispute. The Northeast concentrates approximately 70% of the projects and power registered, with emphasis on wind and solar sources.

The states with the most projects available for auction are Bahia, with 531 projects and 19,215 MW in registered power; Minas Gerais, with 304 projects and 14,008 MW registered; Piauí, with 208 projects and 8,060 MW; and Ceará, with 155 projects and 6,093 MW.

As for registered thermoelectric plants, most are in the Midwest and Southeast regions. The hydroelectric projects are located in the South and Center-West regions.

According to the statement, future Electricity Trading Contracts in the Regulated Environment (CCEARs) will begin on January 1, 2026 and will be in force for different periods, depending on the source of generation. Wind and solar projects will be contracted in the quantity modality, with a supply term of 15 years.

The hydroelectric projects, with a registered power of 976 MW, will also be contracted in the quantity modality, with a 20-year supply. For the biomass thermoelectric source, with 1,018 MW, the contracts will be in the availability modality with supply for 20 years.

The auction notice and its annexes were analyzed by the company through Public Consultation No. 3/2022, promoted by Aneel from 2/10 to 3/28/2022. In total, 12 institutions sent 45 suggestions to the Agency.
