Answer of N. Panagiotopoulos for procurement programs of the Armed Forces undertaken by the EAS

The Minister of National Defense, Nikolaos Panagiotopoulos, refers to the procurement programs of the Armed Forces that are either implemented by the Greek Defense Systems or the process of their activation is in progress to be implemented by the EAS, answering a question submitted to Parliament by 33 SYRIZ MPs topic “Mismanagement and opacity in the Greek Defense Systems (EAS)” (the question concerns the tenders for the guarding of the EAS facilities).

As he announced, the implementation of the following contracts with the company “EAS SA” is in progress from the side of the General Staff of the Army (GES):

– “Supply of 2,320 Light Machine Guns 5.56 thousand FN MINIMI, 2,320 Binoculars and 21,940,288 cartridges”, total cost 62,888,696 euros

– “Supply of 1,950 ONYPAS 3rd Generation Image Enhancement for CARL GUSTAF anti-tank weapons”, total cost 16,938,554 euros

– “Supply of cartridges of 30 thousand AH-64A attack helicopters”, total cost 12,766,931.20 euros

– “Supply of 40mm HV Bombs”, total cost 18,187,137 euros

– “Supply of Anti-Ballistic Helmets to Cover the Needs GES-GEN-GEA”, total cost 10,390,176 euros

– “Destruction of Mines Against Personnel”, total cost 3,976,563.58 euros

– “Supply of Ammunition for Training”, total cost 5,957,742.74 euros, which will be covered by the operating budget of the General Staff.

Also, the activation procedures provided by the current legislation have been launched:

– “Supply of 1000 Light Machine Guns 5.56 thousand FN MINIMUM”, with a total estimated cost: 10,917,950 euros

– “Conversion of 500 Machine Guns 0.50” Mechanical Detonation into Cannon Rapid Change (TAK) “, with a total estimated cost: 2,132,500 euros

– “Rocket upgrade 122 mm”, with a total estimated cost: 87,912,500 euros

– “Supply of Cartridges 7.62 x 51 mm”, with a total estimated cost: 14,463,876 euros

– “Modernization – upgrade of Multiple Missile Launchers RM – 70”, with a total estimated cost: 83,000,000 euros.

For the implementation of the last (5) programs, with a total estimated cost of 198,426,826 euros, the provision of corresponding funding will be required beforehand, through the procedures provided in the National Defense Planning, he clarified.

Furthermore, in order to cover the needs of the General Staff of the Navy, the procedures for the activation of a supply program of thirteen thousand (13,000) Cartridges 76/62 are in progress, with a total estimated cost of 7,870,000 euros through a five-year framework agreement with the trading process. EAS SA and estimated year of activation in 2022.

In addition, on behalf of the General Staff of Aviation (GEA), the implementation of contracts with EAS SA for the provision of services, such as the execution of physicochemical tests and reliability tests of ammunition and pyrotechnics is in progress.

At the same time, the company has undertaken from the NATO Support and Procurement Agency (NSRA), through which the work of supporting the RATRIOT weapons systems is implemented, part of the work related to the support of the missiles of the specific weapon system of the Air Force.

Mr. Panagiotopoulos submitted the requested documents attached by the boards of directors of EAS SA, while he referred to the consulting Ministry of Finance and to the debate in Parliament on the issues of EAS, on October 6 for further.
