The National Land Transport Agency (ANTT) published an ordinance that allows the release of tolls for cargo vehicles transporting donations to Rio Grande do Sul on federal highways.
The decision aims to facilitate access to humanitarian aid for the population affected by floods in the state.
According to the ordinance, published in an extra edition of the Official Gazette of the Union (DOU) on Thursday (9), road freight transport vehicles that transport donations to the state will have priority service and will be exempt from inspection procedures at vehicle weighing stations .
According to ANTT, “a simple verbal declaration by the driver will be sufficient for the inspector to release the vehicle”. However, the transporter will need to follow current legislation to ensure road and traffic safety.
Furthermore, the regulatory agency recommends that highway concessionaires make efforts to facilitate the flow of transport vehicles that have donations.
The emergency measure will last as long as the state of public calamity in Rio Grande do Sul is in force — until December 31st of this year — or until revoked by ANTT.
The ordinance also makes boarding and disembarking points more flexible, the minimum frequency and compliance with the timetable for interstate and international road transport lines for passengers to or from the state.

In an official statement, the general director of ANTT, Rafael Vitale, informed that the measures contained in the ordinance formalize procedures that were already being adopted by the regulatory agency.
“There have been isolated cases of fines for being overweight on the scales in Araranguá (SC), which will not become fines and will be duly annulled. It is important to say that all of these cases, there were six, continued their journeys without any retention on the scale, as we found that they were donations,” he stated.
The statements come in light of publications on social media that accuse inspection bodies of allegedly hindering the arrival of donations to Rio Grande do Sul.
Videos denounce the imposition of fines for overweight trucks and collection of invoices for donations, which ANTT denies.
