Now it is no longer possible to deposit cash on such wallets anonymously, for example, through a payment terminal or a cellular office. Users of “QIWI-Wallet”, WebMoney, PayPal, VK Pay and similar services can replenish their wallets only from the linked bank account. And in order to link a bank account, you will have to go through the identification procedure.
The amended initiative was proposed by Rosfinmonitoring to block the possibility of anonymously financing illegal activities, including terrorism. Amendments to the law “On the national payment system” were adopted in the summer of 2019, market participants were given 12 months to restructure and adapt processes. Subsequently, however, due to the pandemic, the final implementation was postponed from August 2020 to April 1, 2021.
