At 35 million euros the bonus for civil servants

A fund of 35 million euros has been secured by the Ministry of Interior for bonuses to the most efficient employees in the State this year.

This was stated yesterday by the Minister of Foreign Affairs, Makis Voridis during the presentation of the bill “the system of targeting, evaluation, and reward to enhance the efficiency of public administration and other provisions for the human resources of the public sector”.

This bill is already under consultation and is expected to come to Parliament and be voted on next month.

In particular, it is a mechanism for evaluating the specific contribution of each employee to the service structure.

Employees who could receive bonuses (up to 15% of their basic salary on an annual basis) are those who work in the following fields and will be more efficient:

-In the implementation of the Annual Action Plans of the Ministries

– In the projects of the National Plan for Recovery and Sustainability. Joint Ministerial Decisions of the Ministers of Interior and Finance and of the competent Minister, as the case may be, will be issued.

-In the implementation of fiscal targets.

In more detail, a financial reward is provided:

– EUR 20 million for the implementation of the annual Action Plans of the Ministries.

– 10 million euros for the projects of the National Plan for Recovery and Sustainability.

– EUR 5 million for the implementation of budgetary targets.

A decision of the Chief Executive Officer determines the number of employees, who are directly involved in the implementation of the set goals and projects, who receive an additional reward.

The beginning will be made with the bonuses to the employees who are employed in the projects of the implementation of the National Plan of Recovery and Sustainability. These employees will amount to close to 6,000.

It should be noted that all the above mechanism for providing bonuses to employees who are active in the above areas (recovery fund, budget targets, ministry action plans) is a pilot application.

By the end of the year, a legal framework is expected to come for a bonus mechanism that will affect all government employees (and not just those in the above field as will apply with the pilot system that will apply this year), according to what he said. Ministry of Foreign Affairs yesterday.

As stated by an official of the Ministry of Foreign Affairs in Capital.gr The mechanism, in its full implementation, however, will be based on the results of the new evaluation regime which will be in force from the beginning of 2023, if the Voridis bill is passed next month.

At the same time, the goal setting of each Ministry and its structure will be taken into account. On the contrary, for the bonuses to the employees who will work for the Recovery Fund, the budget targets and the implementation of the annual action plans of the Ministries, only the targeting will be taken into account, as it will not even have started, during the implementation of these pilot programs, the new evaluation.
