December 2023 has been set as a target for the payment of all programs that have been included in the Operational Program for Fisheries and Maritime 2014 – 2020 (EPALTH), by the Special Management Service (ESA) of the Operational Program for Fisheries and Maritime.
According to the data so far, the memberships amounted to a total of 504,326,687 Euros of Public Expenditure, an amount corresponding to 98.08% of the total Public Expenditure of EPALTH and the payments to 176,614,049 Euros of Public Expenditure, an amount corresponding to 34, 35% of its total Public Expenditure.
According to a document from the Special Management Service of the Fisheries and Maritime Operational Program to the Minister of Rural Development and Food, Spilio Libanos, the delay in the payment sector is mainly attributed to the operational problems created due to the coronavirus pandemic.
“It is a fact that there is a significant difference between the commitments (including Integration Decisions) and the payments. Regarding the implementation of private investments, EYD EPALTH has informed the European Commission about the delay in submitting payment requests. It is estimated that the possibility of submitting many small payment requests (15% of the approved budget) and the payment of compensation will stimulate the liquidity of entrepreneurs in the sector and will proceed with the completion of their investments. “refers to the technical assistance process in order to speed up the evaluation, integration and payment of transactions, in particular the new calls for compensation due to COVID, while noting that based on the experience of the Service, the implementation of public works is always backward following the procedures of the institutional framework on public procurement “.
Regarding the annual N + 3 absorption target for 2021, executives of the same service pointed out to the Athenian-Macedonian News Agency that all the necessary measures have been taken, while the updated forecasts show that the target can be achieved. They added that for this assessment, the expected payment requests (based on information from the beneficiaries) as well as the payment of the newly approved compensations to the aquaculturists were taken into account. So far, the certified expenses cover 38.60% of N + 3.
The forecast for membership by the end of next year is that they will have reached 648,200,000 euros, while the payments will be completed by the end of 2023.
The new Fisheries, Aquaculture and Maritime Program (PALYTH) 2021-2027 has been submitted to the European Commission for approval and amounts to 510 million euros.
