Average cost of a prisoner in Brazil is BRL 1.8 thousand per month, points out CNJ

The National Council of Justice (CNJ) released this Tuesday (30) unprecedented analysis on prison costs in Brazil, with the aim of qualifying the debate on the application of public resources in the prison system.

According to the study, each person arrested in the country represents an average cost of R$ 1.8 thousand per month for each state. Spending can vary up to 340% among the 22 analyzed federation units, points out the CNJ.

Pernambuco is the state with the lowest monthly cost per inmate, R$955, while Tocantins spends more than four times that amount, with R$4,200 per month.

Only Acre, Rio de Janeiro, Rio Grande do Norte, Roraima and Santa Catarina are not part of the study, due to “impossibility of contact, lack of response or inability to inform the expense”.

The main destination of the resources is payroll and other personnel expenses, which represent between 60 and 83% of total expenses. Other resource allocations show irregular patterns.

In food, the value varies up to 500% between states, while expenses with hygiene and cleaning materials can vary up to 10 times.

“Qualifying intramural spending represents an investment in human development, both for prisoners and for civil servants who work there”, assesses Luís Lanfredi, from the CNJ.
