Banalization of CPIs harms important discussions in Congress, says professor

The parliamentary commissions of inquiry installed in the Chamber of Deputies have the potential to wreak havoc both for the government of Luiz Inácio Lula da Silva (PT) and for the opposition. The CPIs were installed after being authorized by the President of the House, Arthur Lira (PP-AL).

The biggest damage, in the opinion of Political Science professor at the Getulio Vargas Foundation (FGV-SP), Marco Antonio Teixeira, is for the economic agendas being discussed in Congress.

“What calls my attention the most is that maybe this is a reflection of the Lira agreements”, said Marcos Antonio Teixeira in an interview with CNN Rádio. “Allowing so many CPIs at the same time is a risk to governance and work paralysis.”

The President of the Federal Senate, Rodrigo Pacheco (PSD-MG), in contrast, committed the House only to the Joint Parliamentary Commission of Inquiry on January 8th.

The Chamber has four CPIs, in addition to the Joint Parliamentary Commission of Inquiry (CPMI) that investigates criminal acts against the headquarters of the Three Powers.

“Perhaps the president of the House, Arthur Lira, should adopt a posture like that of Rodrigo Pacheco, someone more equidistant and who somehow seeks to let issues with a greater capacity for building consensus be processed than issues that may cause conflict”, suggested the teacher.

One of the commissions that Marco Antônio Teixeira sees as little capable of producing consensus and results is the CPI of the Landless Rural Workers Movement (MST). The professor recalls that the rapporteur, deputy Ricardo Salles (PL-SP), is a pre-candidate for mayor of São Paulo and will gain visibility with the collegiate sessions.

“From the way things are built, given the level of conflict that is expected, I have doubts whether this CPI has a purposeful character”, claims the professor. “It is much more of a confrontation than something that can be translated into recommendations on how to best carry out agrarian reform or something like that.”

The other three committees in the Chamber seek to investigate possible irregularities in Americanas accounts, possible manipulations of football matches and crimes in cryptocurrency trading.

Among the fundamental guidelines that can be harmed by the involvement of deputies in the CPIs, Teixeira points out that the tax reform, for example, should advance with much more difficulty than the proposal for a new tax rule, which had the basic text approved this Tuesday.
