As soon as Magnus Meland took over as mayor in a small town on the northernmost tip of Norway in late 2023, three delegations from China visited his office. “It’s because they want to become a polar superpower,” he says. China may not spontaneously come to mind when one is thinking of the Arctic, but it is determined to play an important role in the area. He is trying to buy real estate, engage in infrastructure projects and hopes to install a permanent regional presence.
