The leaders of Comando Vermelho, the largest faction in Rio de Janeiro, and other prisoners identified as faction leaders were transferred from federal prisons. Among them are 'Fernandinho Beira-Mar', 'Marcinho VP' and 'Mano G'.
A CNN found that Luiz Fernando da Costa, known as Fernandinho Beira-Mar, was escorted by plane from the Campo Grande prison (MS) to Mossoró (RN). Márcio dos Santos Nepomuceno, Marcinho VP, took the opposite path and went from Rio Grande do Norte to Mato Grosso do Sul.
In total, the Federal Penal Police operation involved 11 inmates serving sentences in the closed regime. Almost everyone from the top of the Rio faction. Operation Próta, as it was called, brought together 100 agents and also passed through the federal prison of Catanduvas (PR).
Inmate Gelson Lima Carnaúba, 'Mano G', identified by authorities as one of the heads of the Família do Norte (FDN), the largest faction in the northern region of Brazil, was also transferred from ONE federal prison to another.
Members of the Federal Penitentiary System informed the CNN that this rotation of inmates is a measure adopted by the Federal Penal Police within the security routine of prison units, “being a penitentiary intelligence strategy that aims to dismantle criminal organizations through periodic rotation of prisoners between federal penitentiaries”.
As these were prisoners considered highly dangerous and with a leadership position in criminal organizations, the operation was kept confidential and involved a high degree of complexity and risk, being meticulously prepared by the National Secretariat for Penal Policies (Senappen), of the Ministry of Justice. .
The action took place last Thursday (11).

Luiz Fernando da Costa, known as Fernandinho Beira-Mar, was the first inmate of the Federal Penitentiary System. “Prisoner 01” arrived in the early hours of July 19, 2006 at the Catanduvas prison (PR) and never left the federal sphere again. The penitentiary was built at a cost of around R$20 million.
The drug dealer had been detained at the Federal Police headquarters in Brasília since March 23 of that year. The transfer request was made by the then National Penitentiary Department (Depen) and authorized by a judge from the 1st Criminal Court of Curitiba, whose name was not disclosed at the time for security reasons.
Beira-Mar started crime as a boy, according to Rio de Janeiro authorities. At age 20, he worked for drug traffickers as a “steamer” in Favela Beira-Mar, in Duque de Caxias, Rio de Janeiro, where he was born.
Later, he began to control the favela and, in a short time, became one of the largest wholesale drug sellers in Brazil.
His notoriety, already considered public enemy number 1 of the state police, increased when investigations by the Drug Trafficking CPI confirmed his importance for the drug sales scheme in the country, reaching the figure of R$ 16.5 million between 1995 and 1998.
