Bernard Appy, father of tax reform, sees positive signs from the Lula government

Quoted for Lula’s economic team, economist Bernard Appy told CNN that he sees chances of approving the tax reform in the new government. “The signaling of the political area of ​​the new government has been very good”, he said.

For him, the basis of the reform must be the texts that are already being discussed in Congress, although he recognizes that it is “very likely” that some modification will occur. Eventual changes, however, should not interfere with the main thing: the single tax.

Appy’s proposal, which was presented in 2018, proposes the creation of a single tax on the consumption of goods and services, the IBS.

It is a value-added tax, which would replace PIS, Cofins, IPI, ICMS and ISS. The collection would be centralized and then distributed among the federal, state and municipal governments. In Appy’s proposal, there is no model for taxation on profits and dividends.

The current Minister of Economy, Paulo Guedes, defends the taxation of profits and dividends as provided for in the tax reform sent by the government, which was even approved in the Chamber of Deputies.

Guedes’ proposal provides for the taxation of “excesses”. That is, a ceiling is imposed on profits and dividends, and what exceeds the ceiling will be taxed.

Speaking to journalists last Friday (9), the future Minister of Finance, Fernando Haddad, stated that tax reform and the government’s new fiscal anchor model will be the priorities of the new government in 2023.
