US President Joe Biden has signed a presidential executive order banning any trade and investment by any of his country’s natural or legal persons in the two self-proclaimed People’s Republics of eastern Ukraine officially recognized by Russia on Monday, officials said.
A complete ban on any “new investment” in Lugansk and Danieck by US legal entities and individuals, wherever they are located, as well as “imports into the US, directly or indirectly, of goods, services or technology” from both regions.
Washington is preparing to announce further sanctions against Russia today, but its content remains unclear.
“We will take further action (…) on this clear violation of Ukraine’s international law, national sovereignty and territorial integrity,” a senior White House official told reporters earlier.
The official noted that Russian troops had been operating in Donbas, eastern Ukraine, for eight years – something Moscow denies – and now the Russian president has decided to “act openly in this area”, to which we will “react accordingly”. He made it clear, however, that Biden had no plans to deploy US troops in Ukraine.
The remaining US diplomats were ordered to leave
The remaining US diplomats in Ukraine have been ordered to leave the country immediately amid the crisis, a Bloomberg News reporter reported.
According to the journalist, the order given by the State Department stipulates that the staff of the American embassy in Kiev, who had been transferred to the city of Lviv (west), will now be relocated to Poland.
The State Department did not immediately respond to a request for comment.
US to continue Russia’s diplomatic efforts “as long as tanks are not in motion”
The US government will “study” Russia’s forthcoming military moves before imposing new retaliatory measures against Moscow, a senior US presidency official said after the Kremlin recognized the independence of Ukraine’s pro-Russian regions.
Washington will continue its diplomatic efforts “as long as Russian tanks are not in motion,” the official told reporters, declining to say explicitly which military maneuvers would be considered a Russian invasion of Ukraine.
