The biodiesel sector did not react well to the speech of the Minister of Economy, Paulo Guedes, about the imposition of a ceiling on taxes levied on fuels. The Association of Biofuel Producers (Aprobio) stated that the measure, in addition to negatively affecting the competitiveness of the products it represents, may cause an increase in the use of fossil options, derived from oil.
This week, Guedes claimed that the government is studying reducing taxes on diesel and that it is in favor of the measure. The minister also met with the president of the Chamber of Deputies, Arthur Lira (PP-AL), to discuss the federal tax agenda in the National Congress.
Aprobio stated that the reduction of these taxes is not the solution to price control, as it harms the program for transitioning the country’s energy matrix to a cleaner model.
“It is important to note that biofuels cannot be used as a price policy, especially because the measure to reduce the mixture did not have a positive impact on the value of diesel at the pump, as we observed earlier this year,” says the association, in a press release. .
This Thursday (3), government deputy Christino Áureo (PP-RJ) presented a Proposal for an Amendment to the Constitution (PEC) that allows the Union, states and municipalities to partially reduce or even zero taxes on fuel and gas from kitchen until 2023, without the need to point out financial compensation from another source.
Since September of last year, the National Energy Policy Council (CNPE) has reduced the mandatory percentage of adding biodiesel to diesel oil used in trucks and buses from 13% to 10%. The measure sought to reduce the price of fuel, due to the cost of the sustainable version of the product.
The sector is still trying to reverse the measure with the government, to expand production, concentrated in soy, which accounts for 75% of the raw material of Brazilian biofuels.
Regarding the discussion of zeroing fuel taxes, Aprobio states that it is necessary “to stop looking only at price and focus on the added value of biodiesel. It is synonymous with green production and employment and has an important role in family farming for the supply of raw materials.
The product is of renewable origin and reduces the emission of greenhouse gases by up to 80% when compared to the fossil competitor, which represents more health for the whole society”, concludes the entity’s position.
