Bolsonaro did not announce the end of the 13th and overtime; video with affirmations is fake

Investigated Content: Video published on TikTok shows the reproduction of an interview in which the president and candidate for reelection, Jair Bolsonaro (PL), appears saying that he will end the 13th salary and overtime, from a “new National Constituent Assembly”. Still in the content investigated here, it is possible to read the following sentences: “Bolsonaro’s proposal is shocking!”, “A new constitution is coming??” and the video’s caption also asks if this would be possible: “END OF THE 13TH AND OVERTIME?”.

where it was published: TikTok.

Completion of Proof: It is false that Jair Bolsonaro has declared that he intends to end the 13th salary and paid overtime if he is reelected. The post on TikTok cuts an excerpt from the president’s speech, made on Wednesday, October 26, and inserts captions to misrepresent the content.

As can be seen in original videoBolsonaro denied the existence of such proposals and criticized the campaign of former president and candidate Luiz Inácio Lula da Silva who, according to Bolsonaro, made the statements against the PL campaign in radio spots, as shown by O Globo in matter of the last day 25.

Falsefor Comprova, is all content invented or that has undergone edits to change its original meaning and deliberately disclosed to spread a falsehood.

Scope of publication: Comprova investigates suspicious content with the greatest reach on social networks. As of October 28, the video on TikTok has reached 7.6 million views, 64,500 likes, 6,815 comments and 132,800 shares.

What does the publisher say?: As TikTok does not allow sending messages between accounts that do not follow each other, it was not possible to contact the person responsible for the publication. Comprova searched the profile name on other social networks, but found no match.

How do we check: Doing a reverse image search with a frame of the video it was possible to find a post on twitterpublished on October 26, showing that the viral content is part of a recording of Hora News, from Jornal da Record.

As the headline of the Hora News report is: “Now: Bolsonaro grants a press conference in Brasília”, Comprova did a Google search for “press conference”, “Bolsonaro” and “Brasilia”, and found press reports (SheetCNN Brazil, Brazilian Mail and Estadão) about what happened.

The complete video with the report by Hora News is available at YouTube. The excerpt of Bolsonaro’s speech used on TikTok can be seen between 00:05:35 and 00:05:56.

Comprova also checked Bolsonaro’s government plan (2023-2026) it’s the Presidential Decree No. 10,531, of October 26, 2020which establishes the Federal Development Strategy for Brazil from 2020 to 2031.

Finally, the team contacted the president’s press office.

Video is cropped to propagate false idea

Bolsonaro has not declared that he intends to end the 13th salary and paid overtime in a possible second government. The post that propagates this idea brings the clipping of an excerpt from the president’s speech on October 26th and inserts subtitles that distort reality.

The phrases “Bolsonaro’s proposal is shocking!” and “A new Constitution is coming??” lie, as they are inserted over a 13-second excerpt from a statement by the president in which, in fact, he denies the existence of the measures, at a time when he criticizes the publication of these statements by the Lula campaign, as shown The globe.

The cut was made on the record of the pronouncement by TV Record. In the original material, Bolsonaro says: “I just now heard an audio of a PT insert where I asked the party if that audio was true. Preliminarily they informed me that yes. That is, in these audios, which are going to the radio, they are saying that I’m going to end the 13th and overtime. We obviously have studied, understood the Constitution, we know that these labor rights could only be suppressed in a new National Constituent Assembly. It is impossible for anyone to suppress them and even, I dare say, in a new Constituent, no one would suppress the right…these two labor rights.”

Bolsonaro continues:

“Now, for the humblest people, at the end of the line, many believe. They don’t vote for us, they even change their vote if they voted for us in the first round. This is not a way of doing politics. This is something that cannot be admitted in a democracy.”

The fake post inserts the captions “Bolsonaro’s proposal is shocking!” and “A new Constitution is coming??” about the following snippet:

“I’m going to end up with the 13th and overtime. We obviously have studied, understood the Constitution, we know that these labor rights could only be suppressed in a new National Constituent Assembly. It is impossible for anyone to suppress them.”

Bolsonaro government plan does not talk about ending 13th and paid overtime

Comprova consulted the Bolsonaro’s Government Plan 2023-2026, on the website of the Superior Electoral Court (TSE), and there is no mention of proposals to end the 13th salary and the payment of paid overtime. The team also consulted the Presidential Decree No. 10,531, of October 26, 2020which establishes the Federal Development Strategy for Brazil in the period from 2020 to 2031, and nothing was found in this regard.
