Bolsonaro fully vetoes Aldir Blanc Law, which provides R$ 3 billion for culture

President Jair Bolsonaro (PL) decided to veto, in full, the new Aldir Blanc Law, which provided for the annual transfer of R$ 3 billion to the cultural sector until 2027.

The decision was published in the Official Gazette (DOU) this Thursday (5). In the veto, the president claims that the bill is against the public interest and is unconstitutional.

The Law, which established the transfer of resources to states and municipalities to promote the cultural sector, had been approved by the Federal Senate on March 23, with a score of 74 votes to 0 and one abstention.

According to the project, the Union would distribute the funds to the federative units for five years.

The amount would be divided as follows:

  • 80% for public notices, public calls, courses and cultural spaces
  • 20% for direct incentive actions for cultural programs and projects.

This is the second law passed to promote the cultural sector named after the musician Aldir Blanc, who died of complications from Covid-19 in 2020. The first project approved, known as the “Aldir Blanc Law”, allocated R$ 3 billion to emergency way for cultural initiatives.
