President Jair Bolsonaro (no party) sanctioned on Thursday night (11) two laws that enable the creation and payment of Auxílio Brasil, a program that replaces Bolsa Família.
The measurements were published in an extra edition of the Official Gazette of the Union (DOU) and will open a credit of R$ 9.36 billion for use by the Ministry of Citizenship to pay the new benefit.
The first of the laws amends the Pluriannual Plan (PPA) 2020-2023 to include a program that provides for the Auxílio Brasil, whose official objectives are the reduction of poverty and extreme poverty, in addition to the emancipation of families through the transfer of income.
Among the main changes of Auxílio Brasil, according to the government, are the “centrality of the emancipation of families, the simplification of benefits and the introduction of new types of benefits, related to sports, research, early childhood and rural and urban productive inclusion”.
The measure also excludes from the program the “Promotion of Citizenship” due to the change in the organizational structure of the federal public administration and the fact that the 2021 budget does not present resources to finance this program.
The second law, on the other hand, is the one that allows the relocation of the Bolsa Família balance to Auxílio Brasil, “avoiding the sterilization of budgetary resources destined for income transfers”. The text had been approved, hours before, by the National Congress.
“With this sanction, the Brazilian state reiterates its efforts to guarantee the regular offer of services and programs aimed at the population in general, especially the most vulnerable ones”, the government said in a statement.
