Bolsonaro signs decree authorizing the merger of state-owned Valec and EPL

A promise made at the beginning of the Bolsonaro government, and which has remained in the fridge in recent years, the merger of state-owned Valec and Empresa de Planejamento e Logística (EPL) could become a reality in the last months of the mandate of President Jair Bolsonaro, who is seeking reelection.

The Executive published this Wednesday (25) a decree authorizing the merger of EPL by Valec, and the forecast, according to the Ministry of Infrastructure, is that the company resulting from the merger, called Infra S/A, will be incorporated within six months. .

EPL was originally created to develop the bullet train. Valec, which was historically commanded by PL sponsors, Valdemar Costa Neto, came to be the stage of operation of the PF and investigated for suspected corruption. Today, among its activities is the construction of the West-East Integration Railroad (Fiol).

The new state-owned company resulting from the merger will be responsible for planning and structuring projects for the transport sector, a role that Valec and EPL already play. According to the government, with the measure, the forecast is to save R$ 90 million in operating costs per year.

The announcement comes at a time when the liberal discourse of the Bolsonaro government is even more fragile, after the president ordered a new change of command of Petrobras.

The promise to merge the two state-owned companies was made in 2020, after the then Minister of Infrastructure, Tarcisio de Freitas, convinced the government not to get rid of the two companies.

EPL and Valec are on the list of 18 federal state-owned companies dependent on Treasury contributions to close their accounts. As shown by Broadcast (Grupo Estado’s real-time news system) recently, in the last year, the ministry started looking for ways to make companies autonomous, and one of the solutions was to strengthen the provision of services to the private sector.

“The company will increase productivity and increase efficiency in the structuring of infrastructure projects, always thinking about transport logistics, structuring the future, without any discontinuity to what is in progress”, said Infrastructure Minister Marcelo Sampaio, in a note. , about incorporation.

Also according to the folder, in the first year of operation of the company, the savings will be of R$ 30 million, which passes to at least R$ 90 million in the second year.

According to the ministry, all the processes in progress by the state-owned companies will be incorporated by the company, such as the construction of sections II and III of Fiol and the supervision of the works of the Central-West Integration Railroad (Fico), for example – projects managed by Valec.

Infra S/A will also be responsible for the elaboration of the National Logistics Plan (NLP) and other sectoral plans, developed by the EPL, said the ministry.
