Borel: ‘Serbia and Kosovo did not agree on border rules’

The leaders of Serbia and Kosovo failed to reach an agreement in the talks they had today in Brussels with the mediation of the European Union, but “discussions will continue in the coming days”, announced the head of European diplomacy, Josep Borrell.

“Both sides will bear full responsibility in case of escalation (…) There is still time until September 1,” Borel added, speaking to reporters after talks with Serbian President Aleksandar Vucic and Kosovo Prime Minister Albin Kurti.

On September 1, the new administrative and border rules that Pristina wants to impose (granting temporary residence permits to persons entering Kosovo with Serbian identity cards and obliging Kosovo Serbs to replace their vehicle registration plates with of Kosovo), whom Belgrade has denounced.

“Unfortunately, we did not reach an agreement today (…) but it is not the end of the story. Both leaders agreed that the process must continue and the discussion will resume in the coming days,” Borrell added.
