The EU will decide today to impose the first sanctions against Russia, after Moscow recognized the separatist provinces in eastern Ukraine, announced today the head of European diplomacy Josep Borrell.

Borrell said at the start of an EU forum on India-Pacific co-operation in Paris that he had convened an “extraordinary Foreign Affairs Council” to meet “even here in Paris after the forum”.
