Brazil does not have a culture of discussing public spending, says former Economy Secretary

In an interview with CNN this Wednesday (30), the former secretary of the Ministry of Economy, Paulo Uebel, stated that “Brazil does not have the culture of discussing public spending”.

“On the one hand, we have the spending ceiling, which prevents spending from being greater than revenue. This is something extremely important for the country, because it gives predictability and confidence, and forces the government to make difficult choices,” he declared.

“On the other hand, there is a culture in the government of using all available budget until the last day of the year. If you arrive at the end of the year and have a surplus, the remaining amount is spent inappropriately, without quality, just to spend everything and, in the following year, have the same budget.”

Uebel was questioned about the blocking of funds at the Ministry of Education, which, at around R$ 1.7 billion, affects the functioning of federal institutes and universities. The day after this announcement, the government published a record in federal revenue for the month of October, at R$ 205.4 billion.

“I am not aware of the debate that is taking place now in the government, but, when there is a suspension of spending, the line ministries are obliged to talk to the Treasury and the Ministry of Economy to discuss the quality of public spending”, he declared.

“Without compromising what is essential, the discussion about the quality of public spending is fundamental and Brazil does not have the culture to have this discussion.”
