Despite the veto imposed by the United States against Brazil’s proposal to reduce hostility in the Israel-Hamas conflict, the Brazilian government does not rule out making a second attempt at the United Nations (UN) Security Council and presenting a new resolution.
According to Itamaraty sources, Brazil may take a new proposal to the council. But it will evaluate developments, which includes the reaction of other countries, before adopting new moves in this direction.
In the opinion of government members, the score of twelve votes in favor and only one veto against was significant. At the same time, he exposed the isolated position of the United States, which would now assume a greater political cost for the next chapters of the war.
The first time the Council met to talk about the conflict, on October 8, the meeting ended without consensus on a declaration against the war. The current assessment is that this Wednesday’s result took a more significant step in the search for a decision, without vetoes.
The Brazilian proposal defended the opening of diplomatic corridors and condemned Hamas’ attacks on Israel. For the United States, there was no mention of Israel’s right to self-defense, which led Ambassador Linda Thomas Greenfield, American representative on the Council, to say that there was disappointment with the text proposed by Brazil.
The last time Ambassador Thomas Greenfield used the word “disappointed” to talk about the US assessment of something that originated in Brazil was in May, when she was visiting the country, and said that this was the American feeling upon learning of the statements of President Luiz Inácio Lula da Silva (PT) pro-Russia in the conflict with Ukraine.
In that situation, the United States expected a tone of neutrality from Brazil. In the case of Israel-Hamas, the difference is that Americans have stated that they view Israel’s attacks on Hamas as synonymous with self-defense.
