Around 632 thousand children are on waiting lists for daycare in Brazil and almost 9 out of 10 cities suffer from the problem due to lack of vacancies in the country.
The information comes from the research ‘Portrait of Early Childhood Education in Brazil: access and availability of places’, carried out by the Office for the Articulation of Effective Education Policy (Gaepe), released on Tuesday (27).
Of the 632,000 children, the 1-year-old age group is the one that waits the longest, with 178,477 newborns. On the other hand, the 4-year-old age group is the one with the smallest number of waiting lists, with 34,373.
The Southeast region has the most children waiting for a place, with 212,571 boys and girls aged 0 to 4 years old. See below.

Looking at the states, São Paulo (88,854), Minas Gerais (63,470) and Paraná (59,373) lead the number of children on daycare waiting lists.
Roraima (1,451), Acre (2,874) and Alagoas (4,331) are the federative units with the lowest records. Of the total number of municipalities, 44% of cities have a waiting list at this stage.
According to Gaepe-Brasil, the main criteria used to define priorities in the queue for daycare places are, in order: children in situations of risk and vulnerability, disabled children, children with working guardians, family income and single mothers or teenagers.
Katia Schweickardt, Secretary of Basic Education at the Ministry of Education, who supported the research, stated that concern about problems in the sector needs to go beyond the cities.
“Although early childhood education is a priority responsibility of municipalities, the challenges need to be faced collaboratively, with joint action by the Union, states and municipalities,” he highlighted.
The study also shows that a large number of daycare centers do not make the queues for places in their institutions available to the public.
In five states (AL, BA, MA, PB and RN), more than 50% of daycare centers do not disclose this information to people.
Among the main reasons for children not being enrolled in institutions are: choice of those responsible, lack of places and difficulty in accessing a daycare center.
The survey included the participation of all 5,569 municipalities and the Federal District, and was carried out between June and August of this year.
