Brazil is negotiating with the United States amendments to the draft resolution that the Americans submitted this Thursday to the countries that make up the UN Security Council. In the document, revealed by the CNNthe Americans call for the condemnation of the Russian invasion of Ukraine and the immediate withdrawal of troops.
According to Brazilian government sources, the initial assessment is that it is essential that Brazil support the project, but with some changes to balance the text.
For example, advocating for dialogue, acknowledging that past agreements were never fully implemented by either party, and offering a better contextualization of the situation. In short, to escape the logic that one country is at fault and that the others are innocent in this clash.
Although there are no such changes, the tendency is for Brazil to endorse the document to avoid isolation in the collegiate. And even if the proposal is presented, there are not many illusions that it will be approved.
First, because Russia presides over the Council and cannot even put the project to a vote. Second, the five permanent countries (Russia, China, the United States, France and the United Kingdom) have veto power.
