Brazil negotiates moderation in new Security Council resolution, say government sources

Brazil is negotiating with other countries that make up the UN Security Council to moderate the terms of the draft resolution presented by France and Mexico on humanitarian aid to Ukraine, according to government sources.

The initial assessment is that the way the project is placed there is a great chance that Russia will again veto it, making the collegiate’s effort ineffective. The Brazilian idea is that at least one abstention from Russia can be achieved.

For that, it would be necessary to change some of the passages that, in the perception of Brazilian negotiators, end up attacking the Russians, eliminating any possibility of the proposal being approved.

As shown by CNN this Monday, the humanitarian proposal presented by France and Mexico to the Security Council to “demand an end to hostilities, the protection of civilians, safe and unimpeded humanitarian access to meet the urgent needs of the population”.

There was a possibility that it could have been considered on Monday, when the board met, but disagreements over its terms ended up postponing the vote. The expectation now is that, if there is an agreement, it can be voted on this Wednesday.

Although there is no change, Brazil should vote in favor of the project, as it did in the first collegiate proposal presented by the United States after Russia’s invasion of Ukraine. But just as it did in the vote on this project, Brazil will try to moderate the text.

In general terms, Brazil has formally aligned itself with the positions of Western countries at the UN condemning the invasion of Ukraine by Russia. But at the same time it has also made it clear that both sides (West and Russia) have responsibilities in the episode.

The strongest speech in this regard took place this Monday, in a speech by the Brazilian ambassador to the UN, Ronaldo Costa Filho, during a meeting of the General Assembly.

He said that “in recent years we have seen the progressive deterioration of the security situation and the balance of power in Eastern Europe”, that “the weakening of the Minsk accords by all parties and the discrediting of the security concerns expressed by Russia prepared the ground for the crisis we are all witnessing”.

He also asked “everyone to reassess their decisions on the supply of weapons, the use of cyberattacks and the application of selective sanctions” and recalled that “a peaceful solution to the crisis is not just the cessation of hostilities”, but “creating the conditions for a greater sense of security among all involved” and to have “respect for each other’s legitimate concern for security”.
