“The data have revealed the recovery of the economy and of formal work in the country, confirmed by the Pnad, released today,” stated the Minister of Citizenship Onyx Lorenzoni, commenting on the balance of jobs in October.

The minister also highlighted the numbers referring to the pandemic, such as the increase in beds and the advance of vaccination in the country. “As President Bolsonaro says, there is no health in poverty. And the government, despite the attacks it suffered, did not neglect the economy. It is necessary to remember that Pronampe protected millions of companies, small companies. We protect jobs. We were able to overcome the biggest health crisis since the Spanish flu”.

The Northeast region had the greatest relative variation in the country, with 0.78% growth in jobs. In absolute numbers, the Southeast stands out with a balance of 121,409 new vacancies. Among the states, 26 had a positive balance, the exception is Amapá.

Unemployment

The IBGE (Brazilian Institute of Geography and Statistics) also released this Tuesday morning the Continuous National Household Sample Survey (PNAD) data, pointing out that the unemployment rate dropped to 12.6% in the moving quarter from July to September 2021 , a drop of 1.6 percentage point compared to the quarter from April to June 2021 (14.2%).

In comparison with the same moving quarter of the previous year, July to September 2020, when the rate was estimated at 14.9%, the drop was 2.2 points.

Pnad and Caged

Both surveys bring data on work and employment. However, the survey carried out by the IBGE is broader, with information related to informal employment, which Caged cannot achieve, as it only refers to the records of formal employment contracts sent by companies, as explained by the director of CNN Brasil Business, Fernando Nakagawa.

Caged brings records of admissions and dismissals of employees hired under the Consolidation of Labor Laws (CLT), and is used by the Unemployment Insurance Program to analyze information and pay benefits. The service is linked to the Secretariat of Labor of the Ministry of Economy.

Revision

Although the year 2020 registered the biggest drop in economic activity since 1990, the strong generation of jobs in the year was a reason for celebration by the economic team. That’s because, according to Economy Minister Paulo Guedes, this was the big difference between the 2020 recession and the 2015 and 2016 recessions.

However, the generation of formal jobs in 2020 fell by 46.8% after updating lagged data. The comparison is possible through the Caged document presented in January this year, with the accumulated data for 2020, and the Caged panel numbers updated with new information received.

Commenting on the review, the minister stated that “there is no change from a qualitative point of view” considering the phenomenon of job generation.
