Brazil to support France and Mexico in new Security Council resolution

Brazil is preparing to endorse yet another draft resolution at the United Nations (UN) condemning Russia’s invasion of Ukraine.

It is a humanitarian proposal presented by France and Mexico to the Security Council to “demand an end to hostilities, the protection of civilians, safe and unimpeded humanitarian access to meet the urgent needs of the population”.

The collegiate meets later this Monday () to discuss humanitarian aid to Ukraine, but it is not yet certain that the proposal will be considered.

In any case, Brazilian diplomacy should endorse the project when it is voted on. In this sense, it will be the fourth formal move by the Itamaraty in alignment with Western countries against Russia.

The first was the speech by Brazil’s ambassador to the UN, Ronaldo Costa Filho, criticizing the attacks. The second occurred when Brazil endorsed the draft resolution presented by the United States condemning the attacks.

The entire document was revealed on the eve of its vote by CNN. The third was this afternoon, when Brazil again condemned the attacks at an extraordinary meeting of the UN General Assembly.

The reading in Brazilian diplomacy is that with these positions, Brazil officially recognizes to the world that there was an act of aggression by Russia and shows that some international principles are unavoidable, such as respect for the sovereignty of states, democracy and individual liberties.

This despite the fact that there is also a perception behind the scenes that Russia’s motivations for moving into Ukraine are in part due to NATO’s advance on the country.
