After four failed resolutions at the United Nations Security Council, Brazil is trying to reach a fifth resolution, but negotiations remain at a standstill so far .
Itamaraty sources say that the Council meeting scheduled for this Monday, at 4pm Brasília time, will be an open briefing with the UN refugee agency (UNRWA) to address Israel’s land incursion into the Gaza Strip.
The text of the Brazilian resolution is still under negotiation and, for now, a vote on the proposal has not been called.
Diplomatic sources recognize that, given the impasse, the text may not be voted on in Brazil’s last days at the helm of the body. The Brazilian presidency of the Council, lasting one month, ends this Tuesday (31).
The UN Security Council has 15 members, ten of which rotate and five have permanent seats: the United States, Russia, China, France and the United Kingdom. Permanent members have veto power over the body’s resolutions.
So far, two resolutions have been suggested by Russia, vetoed by the United States; one from Brazil, which had the greatest support, but was vetoed by the Americans; and one from the United States, vetoed by the Russians.
Brazil tries to negotiate fairly with the Americans and Russians so that both countries do not cross-veto.
While Washington demands a text with more incisive condemnations of Hamas, which mentions Israel’s right to self-defense and does not call for a ceasefire, Russia defends an immediate ceasefire and asks Israel to suspend the order to withdraw Palestinians from the north of Gaza.
