Prime Minister Boris Johnson has not approved the plan and his advisers are waiting for more information about the new executive, the newspaper reported. Johnson wants to reconsider the impact of the measures imposed last week and may not see the need to further tighten the rules.
Johnson will also convene the emergency committee, known as the Cobra, this weekend to finalize support for the tourism industry, with Christmas bookings falling sharply.
The BBC also said it had seen excerpts from a SAGE meeting on Thursday, which said that without further restrictions, hospital admissions in England could peak at 3,000 a day or more.
SAGE also suggested that measures such as banning social media indoors could significantly reduce this increase.
England currently requires health certificates for certain events, face masks have become mandatory in many places and there is a recommendation for teleworking where possible.
