The new report from Budget from 2022 to be voted no Congress provides that, after the approval of the constitutional amendments that changed the form of payment of court-ordered debts, a fiscal margin of BRL 113.1 billion will be created for the next year, an amount higher than the BRL 106 billion that the federal government had foreseen.
“Considering the effects of the aforementioned constitutional amendments, a total fiscal margin of around R$ 113.1 billion was created, R$ 110.0 billion of which within the scope of the Executive Branch”, says the opinion of the Budget Rapporteur, Deputy Hugo Leal (PSD-RJ).
“It should be noted that this budget space allowed the allocation of the necessary appropriations to make the expansion of the Program feasible. Brazil Aid, which will benefit around 17.9 million Brazilian families in a situation of poverty and extreme poverty, in addition to additional contributions to the areas of health, welfare and social assistance”, adds the report.
The latest version of the opinion, concluded this Monday (20th), also provides that, subject to the spending ceiling, BRL 45.6 billion will be paid next year, referring to expenses arising from court rulings, which “made the opening possible. of fiscal space of R$43.5 billion related to the expenditure ceiling of the Executive Branch”.
The vote on the final report, which was scheduled to take place at 10 am this Monday by the Mixed Budget Committee (CMO), was postponed to Tuesday (21) so that lawmakers can make adjustments to the text.

The rapporteur’s opinion did not take into account the request of the Ministry of Economy done last week to reallocate nearly R$2.9 billion in the 2022 Budget with the purpose of readjusting salaries in some civil servant careers.

The text provides that the minimum wage next year will be R$1,210, above the R$1,169 stipulated in the budget project sent by the government to Congress in August.
