Budget proposed by the Joint Budget Committee leaves 2022 Census at risk

The 2022 Demographic Census could be at risk once again.

The budget provided for in the sectorial report of the Mixed Budget Commission indicates the transfer of only R$ 1,895 billion to carry out the Census. The value is almost half a billion less than the R$2.3 billion that the IBGE stipulated as necessary for the survey to be carried out.

The report is scheduled to be voted on this Monday (13), from 10 am and, if approved, the Census may remain for the third consecutive year without being carried out.

In August of this year, the 2022 Budget that the Federal Government sent to Congress reserved R$ 2 billion for carrying out the IBGE Census. On the same day, IBGE manifested itself and said that the amount was not enough to carry out the research.

In May, the Federal Supreme Court (STF) had already determined that the Union should guarantee the realization of the Census, taking all necessary measures.

The rapporteur for the area of ​​Economy, Labor and Welfare, senator Angelo Coronel (PSD-BA), told the CNN that in the budget sent by the Executive there was already almost R$1.9 billion, an amount less than the R$2.3 billion estimated as necessary.

As the senator, the cuts made by the general rapporteur, Deputy Hugo Leal (PSD-RJ), reached the Census of R$ 100 million.

“Thus, the cut has already been defined both in the original proposal and by the general rapporteur, who allocated only 30 million in resource reserves for the sectorial rapporteur to cover the entire thematic area of ​​economics, which involves the Ministry of Economy itself, encompassing the old planning, Finance, PGFN, Revenue, Bacen, Public Debt, IPEA and IBGE”, explained Colonel.

The Census is carried out every ten years, but the last edition made in Brazil took place in 2010. In 2020, the consultation was postponed because of the Covid-19 pandemic, and the resources allocated to it were then shifted to combating the coronavirus . Last year, however, due to lack of resources, the research was suspended.

In early September, IBGE started the first preparatory test for carrying out the 2022 Census, carried out in Paquetá, in the city of Rio de Janeiro. The island, located in Guanabara Bay, has 1,300 homes and about 5,000 residents.

IBGE reaffirms full confidence in the budget of R$2.292 billion for the 2022 Census

IBGE reiterates that the necessary and viable budget for the 2022 Demographic Census is R$ 2,292,907,087.00. R$ 2,000,000,000.00 being already registered in the PLOA 2022 and another R$ 292,907,087.00 authorized by the Special Secretariat of the Treasury and Budget.

These additional R$292,907,087.00 will come from the Export Guarantee Fund (FGE), supervised by the Ministry of Economy.

Guidance in this regard is contained in OFFICE SEI No. 453/2021/ME, of October 15, from the Ministry of Economy, followed by order-process No. 10080.101158/2021-40 (Subject: Proposal for Amendment to PLOA 2022. Legal error ), of the Treasury Department.

The determination of the Federal Supreme Court (STF) and the acceptance of the Ministry of Economy allow IBGE and Brazilian society full confidence in the Mixed Budget Commission, in the Legislative scope, in harmony with the other Powers.

As a result, IBGE continues to work across the country in the various operational preparatory stages to deliver to Brazilian society a Demographic Census with technical quality and coverage in accordance with the credibility and reputation that the Institute has built over its 85 years.
