According to the Economy, these two factors put pressure on the space within the spending ceiling to meet discretionary expenses.

The Ministry of Education, with BRL 1.434 billion, and the Ministry of Health, with BRL 1.396 billion, suffered the greatest contingencies on the Esplanada.
The Ministry of Defense suffered a budget blockade of BRL 599.6 million, the Ministry of Science and Technology, another BRL 379.6 million, and the Ministry of Infrastructure, another BRL 349.4 million.
“In order to comply with the constitutional provision of the ceiling, the Ministry of Economy was obliged to promote an additional block on the budgetary and financial limits of all ministries. As a result, important expenses that would have been incurred this year or at the beginning of 2023 will no longer be able to be committed and practically all discretionary expenses that would be paid in December are suspended ”, informed the Economy.
According to the economic team, by the middle of this month, it is possible that more accurate numbers for 2022 will be incorporated, in particular for mandatory expenses, which would lead to an update through a new income and expense assessment report.
“If there is this extemporaneous report and it results in the opening of fiscal space in relation to the expenditure ceiling, from a financial point of view, the requests of the ministries will be analyzed and, whenever possible, attended to”, he highlighted.
In addition, the Economy reported that it will guarantee the payment of all mandatory expenses, such as retirement, pensions and other INSS benefits, assistance benefits such as BPC and Auxílio Brasil, Unemployment Insurance, the payroll of public servants, among others.
