The City of Canoas, in Rio Grande do Sul, published in the municipality’s Official Gazette on June 6, 2024, a price registration record that provides for the purchase of 150 boots for R$60,000.00. Each item will cost R$400.00. The minutes, which authorize the acquisition within a period of 90 days, are signed by the city’s mayor, Jairo Jorge da Silva (PSD).
The term of adherence to the price registration minutes, published in the Official Gazette of Canoas, mentions “the need to contract the requested object, as well as the attested advantage”.
The document also mentions that the bidding process was issued by the Superintendence of Traffic and Public Transport of Camaçari, a municipality in Bahia. The Canoas City Council document references a 2023 federal decree that allows the use of price registration minutes, a way of guaranteeing an advantageous price for future purchases and services.
Elsewhere, the document says that the company presented the necessary documentation.
“(…) said company presented all the necessary documentation, including proof of fiscal regularity, WE DECIDED to adhere to the Price Registration Minutes described above, for the purposes of supplying/provision of services, provided for in this Term as per data below.”
“Short-cut, administrative and traffic and transport agent boots, in black, according to the characteristics and layout described in item 27.21.1 and annex to the TR, sizes according to the user’s mannequin to be informed by the site, to the winner of the contest”, it says the product description in the price list.
In a statement, the City of Canoas stated that no contract for the acquisition of the items was signed and that no amount was paid.
“The City of Canoas adhered to a price registration act made in another municipality, authorizing the acquisition within a period of 90 days, if necessary. The registration value represents the maximum price that items can be purchased. PPE is part of the uniform of municipal guards, traffic agents and police officers, and is therefore not a simple rubber boot. The price of these equipment varies, due to specific characteristics. It should also be noted that no contract for the acquisition of the items was signed, therefore, no amount was paid.”
Canoas is located in the metropolitan region of Porto Alegre and is one of the municipalities most affected by the floods in May.
