Castillo announces that he will annul Peru’s curfew decree

This Tuesday (5), during the meeting between President Pedro Castillo and the Peruvian Congress, the president announced that he is revoking the curfew decree in the country, but did not specify whether it would end with the state of emergency.

“I must announce that from now on we are going to cancel this immobility that corresponds to asking for the tranquility of the Peruvian people”, said Castillo.

Upon leaving Congress, the president indicated that he would go to his office to sign this measure of immobility and stated that he would announce new measures later.

In a message to the population of Peru released at midnight on Monday (4), Castillo declared a state of emergency in the capital Lima and the city of Callao and announced the restriction of movement to citizens from 2 am this Tuesday (5) until 11:59 pm on the same day.

“I ask for calm and serenity,” the president said. The decision came after protests that blocked highways in several regions of the country, as a result of demands from several transport unions.

“To restore peace and internal order, the Council of Ministers decreed a state of emergency, suspending constitutional rights related to personal liberty and security, inviolability of the home and freedom of assembly and movement in the provinces of Lima and Calla,” Castillo said. when announcing the decree.

Why was the state of emergency declared?

The decree was signed after an extraordinary session of the Council of Ministers at the Government Palace led by the president, in which responses to the protests by transport unions in various regions of the country that began on March 28 due to the increase in fuel and which left at least three people dead.

According to the Ministry of Transport, there are more than 44 points interrupted on several highways in the country and 86 restricted.

In his message, Castillo also said that “in the face of the increase in the price of oil and basic necessities at the international level, my government has adopted a set of measures to improve the income of Peruvians and prevent families from being affected by the increase in prices. of essential products”.

Earlier this week, transport unions called for a nationwide strike.

Hours before Pedro Castillo’s speech, the Council of Speakers of Congress agreed to invite the President of the Republic and five ministers, this Tuesday at three in the afternoon, to parliament “to find a solution to the crisis that the country is going through. ”.

After the message, the president of the Congress, María del Carmen Alva, wrote on her Twitter account: “President Castillo cannot prevent the functioning of the Congress (Art. 117 of the Constitution). The Legislative Branch will continue with the agenda set for today, Tuesday, April 5.”

In the afternoon, the Ministry of Education issued a statement on its Twitter account and announced the suspension of face-to-face classes this Monday and Tuesday “as a result of the blocking of different access routes and acts of violence in different parts of the capital”.
