Categories have a salary floor approved in Congress, but there is still no indication of a source of funds

In the context of approving the nursing salary floor, other projects were raised that establish salary regulations for several categories, including street sweepers, physiotherapists, occupational therapists and veterinarians.

However, for none of the projects is there any indication of a source of funds to cover this new expense to states and municipalities. Sources heard by CNN state that the fund to meet this demand is the responsibility of the states and municipalities with their personnel and not of Congress.

In Congress, there are about 50 proposals for the creation of floors, such as pharmacists, psychologists and nutritionists. The Senate passed the bill that provides for a monthly salary floor of R$ 1,850 for urban cleaning workers.

The proposal, authored by Senator Paulo Paim (PT-RS), aims to regulate the profession of agent of waste collection, cleaning and conservation of public areas.

The text specifies the attributions of the category, the working day and the requirements to perform these functions. It also provides for a premium for workers who are exposed to agents that are harmful to health. Now it needs to go through the Chamber of Deputies, without a vote forecast.

The Senate Economic Affairs Committee (CAE) approved the Bill that creates the national salary floor for Physiotherapists and Occupational Therapists. The proposal, authored by Senator Angelo Coronel (PSD/BA), establishes the value of R$ 4,800 for a maximum working day of 30 hours per week for the category.

During the approval, senators expressed concern about the lack of funding sources to pay for the new salaries and suggested the creation of a PEC to make the project more solid, the same measure used to approve the nursing floor. the bill that establishes a salary floor of R$ 6 thousand for veterinarians working 30 hours per week.

This value will be updated by the annual variation of the National Consumer Price Index (INPC). The project is being processed in a conclusive nature, that is, it does not need to go through the Plenary of the House, and will be analyzed by the Labor, Administration and Public Service commissions; of Finance and Taxation; and Constitution and Justice and Citizenship. The categories celebrated the establishment of the floors by the Senate and will now have to maintain articulation with the deputies.

The Federal Council of Physiotherapy and Occupational Therapy (COFFITO) understands that it is a recognition of the work of professionals.

“Far beyond the dialogues, the national floor is a recognition of the work of physical therapists and occupational therapists in health care, especially if contextualized on the recent performance of these professionals in the face of COVID-19. The senators’ decision, when approving the measure, reflects respect and, above all, the commitment to Brazilian health”, said the president of COFFITO, Roberto Mattar Cepeda.

Fecomércio, through economic analyses, understands that the bills that set salary floors in the legislation can generate unemployment and informality. In general, salary floors are stipulated in collective bargaining agreements between unions and companies.

In the opinion of economist André Saconato, if you set a minimum wage on the market wage, on that wage that is determined by supply and demand, you only generate unemployment and informality, especially in a situation where the economy is fragile.

“So if you throw up the isolated salary, companies can’t afford this cost or they fire or start to take on informality,” adds Saconato.

For Saconato, there is only one possibility for the salary to grow, which is unusual economic growth, and the amount of work offered to grow, and not through legislative projects. It was just all the governments stepping up. In other words, we have to take this type of provisional measure off the radar, a bill that is only populist and has no results”, said the economist.
